About this chart

Ukraine received $9.2 billion of US net official development assistance in 2022, $11.8 billion in 2023 and $9.5 billion in 2024, the largest single-country amounts in the series, which starts in 1990. Before 2022 its annual totals were under $0.4 billion. Over 2000 to 2024, Afghanistan received a cumulative $35.4 billion, Iraq $33.9 billion and Ukraine $33.4 billion.

The data is OECD DAC net ODA in current dollars, not ForeignAssistance.gov obligations. It excludes debt relief and most military and security aid, so recipients of large US military assistance such as Israel and Egypt look small. Egypt's net figures were negative in most years from 2011 to 2020 because repayments exceeded new aid. Afghanistan peaked at $3.1 billion in 2011 and Iraq at $7.3 billion in 2005.

Egypt's net figures turn negative after 2010 because loan repayments exceed new aid. Net disbursements in current (not inflation-adjusted) dollars; the latest year available is 2024.
